how to check an insect-killer starter problem safely
a flickering or unlit uv tube does not identify a failed starter on its own. disconnect the insect killer and have a repairer distinguish the starter from a tube or ballast fault.
the linked two-pack contains Yong Xin WFS-2 starters marked 4-25 W and 100-240 V. uv tubes are separate.

scope: WFS-2 also appears on differently rated starters: the wen tai 4-40 W / 100-130 V version is not this supply. Birko 1004101/1004103 require a service agent or recommended qualified technician; do not transfer their access method to other models.
diy warning
working on appliances can involve mains electricity, water and moving parts. always disconnect power and water before you start. in Australia, gas work must be done by a licensed gasfitter, and fixed (hard-wired) electrical work by a licensed electrician. everything on this site is guidance only, and any repair you carry out is at your own risk. we are not responsible for any damage or injury caused by attempting a repair. if you are not confident, please use a qualified technician.

steps
- record the flickering
note what you already saw without repeatedly switching it on. read the external model. use an existing starter photo if available, but don't open the unit to take one.
- unplug the unit
switch off and unplug it. keep hands and tools outside the protective case; some appliance manuals require service personnel for this work.
- arrange a starter check
have the repairer distinguish a starter fault from a tube or ballast fault. use the product page and their comparison of the code, voltage and lamp-wattage range before any replacement.
- check after service
the tube should start normally. continued flickering needs another check by the repairer.
